Job Title: Building Inspector I, II, or III

Department: Community Development - Building Division

Reports To: Building Official

Pay Range: $28.85 to $42.29 based on qualifications/experience

FLSA Status: Full-time, Non-Exempt

SUMMARY:

Under the general supervision of the Building Official, performs complex technical duties in enforcing construction codes to ensure public safety and health.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The duties and responsibilities described are not a comprehensive list; additional tasks may be assigned as needed.

  1. Inspects new buildings, additions and alterations of existing building for which a building permit is required to ensure compliance with the currently state adopted editions of International Building Code, International Mechanical Code, International Plumbing Code, International Fuel Gas Code, International Energy Conservation Code, International Residential Code, and/or the National Electrical Code and Kaysville City ordinances.
  2. Inspects building projects to ensure construction proceeds in accordance with approved plans.
  3. Reads and interprets adopted codes, technical manuals, construction drawings, instructions, and specifications as related to construction projects.
  4. Works with inspection software to enter inspection results and comments, and sends information to affected parties.
  5. Clearly communicates inspection results and notifies the contractor of code violations with a written compliance report at the time of inspection, and confirms violations and corrections are made.
  6. Works with the public at the permit counter and on the phone to answer basic code questions.
  7. Verifies that required special inspections are performed and reviewed for completeness, including reviewing testing data and reports for conformance to specifications.
  8. Assists with review of building permit applications for compliance with building codes for building type, occupancy, fire protection, and location of lot.
  9. Evaluates existing buildings, on a complaint basis, for hazardous conditions and initiates abatement procedures per the currently adopted Uniform Code for the Abatement of Dangerous Buildings when warranted.
  10. Assists with issuing stop work orders and certificates of non-compliance.
  11. Studies technical literature and attends meetings to keep current on applicable codes and code changes as they occur.
  12. Performs other related duties as required.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge of State adopted codes and Kaysville City ordinances, current building construction methods, materials, tools, and equipment. Ability to detect hazards and violations and detail compliance with Codes; ability to enforce regulations with firmness, tact, and impartiality in field inspection work; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with department employees, other departments, architects, engineers, contractors, builders and the general public; ability to read and accurately interpret plans and specifications of any complexity, and to compare them with construction in progress.

MINIMUM QUALIFICATIONS:

Education and Experience

Graduation from high school and three (3) years of experience in inspection or the construction trades, building design, or any equivalent combination of education and experience.

SPECIAL REQUIREMENTS:

Inspector I

Must have a valid Utah Driver License; must be an I.C.C. certified inspector as a Commercial Building Inspector or a Residential Combination Inspector; alternatively may be an I.C.C. certified Residential Building Inspector plus be certified within 180 days in one of the following I.C.C. categories: Commercial Electrical Inspector, Commercial Mechanical Inspector, Commercial Plumbing Inspector, Residential Electrical Inspector, Residential Mechanical Inspector, or Residential Plumbing Inspector; must be licensed with the State of Utah as a Limited Building Inspector within 60 days of employment.

Inspector II

Must have a valid Utah Driver License; must be a 4-Way ICC Certified Residential Combination dwelling inspector and, in addition, be ICC Certified as a Commercial Building Inspector, OR must be a 4-Way Certified Commercial Combination Inspector; must be licensed with the State of Utah as a Limited Building Inspector.

Inspector III

Must have a valid Utah Driver License; must be an I.C.C. certified commercial and residential inspector in the four (4) following fields: building, mechanical, plumbing, and electrical; must be licensed with the State of Utah as a Combination Building Inspector within 60 days of employment.

TOOLS AND EQUIPMENT:

Personal computer, cell phone, permitting software, copy and fax machines, reference codes, motor vehicle, telephone, ladder or scaffold, tape measure, level, and hand tools.

PHYSICAL DEMANDS:

Work is performed primarily outside on construction sites. Hand-eye coordination is necessary to operate tools, computers, and various pieces of equipment.

While performing the duties of this job, the employee is regularly required to stand, sit, walk, talk or hear, use hands to handle, feel, or operate objects, tools, or controls, and reach with hands and arms. The employee is occasionally required to climb or balance, stoop, kneel, crouch, or crawl.

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities require close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT:

The Building Inspector will work in variable weather and traffic conditions, as well as other potentially hazardous circumstances, using safety equipment and other tools and equipment.
